Global Benchmark City:China Index System and Shenzhen Paradigm

全球标杆城市是一个全新的概念,建设全球标杆城市需要科学的评价指标体系加以推动和评价。现有关于全球城市的评价指标体系繁多,但多为西方主导,其国体、发展阶段和路径均与我国城市不同。本研究以体现国际惯例、突出中国特色社会主义的本质、抓住全球城市的发展规律为出发点,以打造全球标杆城市为目标,从高质量发展高地、法治城市示范、城市文明典范、民生幸福标杆、可持续发展先锋五个维度,结合中国城市的实际情况,构建由5个一级指标,25个二级指标和81个具体指标组成的中国特色社会主义全球标杆城市指标体系。该指标体系更注重抓住核心要素的引导作用,以期通过评价助力建设目标达成。

Global benchmark city is a brand-new concept,and the construction of a global benchmark city needs to be promoted and evaluated by a scientific evaluation index system.There are many existing evaluation index systems for global cities,but most of them are dominated by the West,and their national systems,development stages and paths are different from those of Chinese cities.This research is based on reflecting international practices,highlighting the essence of socialism with Chinese characteristics,and grasping the development laws of global cities.The study aims at forming a global benchmark city paradigm,from high-quality development highlands,law-based cities demonstrations,urban civilization models,and benchmarks for people’s well-being.From the five dimensions of the pioneer of sustainable development,combined with the actual conditions of Chinese cities,the paper builds a global benchmark city index system of socialism with Chinese characteristics composed of five first-level indicators,25 second-level indicators and 86 specific indicators.This indicator system focuses more on grasping the guiding role of core elements in order to help achieve construction goals through evaluation.
