对构建我国绿色低碳循环发展经济体系的思考

Thoughts on Building a Green Low-carbon Circular Development Economic System in China

针对我国绿色低碳循环发展经济体系的本质特征和必要性进行了简要分析,从宏观经济应与具体领域相兼顾、大胆创新应与稳步推进相结合、优化工业园区空间布局和产业结构、大力推行清洁生产和统筹开展减污降碳等多个层面,提出了建立健全绿色低碳循环发展经济体系的重点任务和主要途径,以期为各级政府相关部门、工业园区和企业在“十四五”时期立足新发展阶段、践行新发展理念、构建新发展格局提供参考。

This paper briefly analyzed the essential characteristics and necessary of China′s green low-carbon circular economic development system,and put forward the key tasks and main approaches to establish and improve a green low-carbon circular development economic system from several aspects,such as the combination of macro-economy and specific fields,the combination of bold innovation and steady progress,optimization of spatial layout and industrial structure of industrial parks,the promotion of clean production and the coordinated development of pollution reduction and carbon reduction,so as to provide reference for the relevant government departments at all levels,industrial parks and enterprises to be based on the new development stage,practise the new development concept and build a new development pattern in the"14th Five-year Plan"period.
