Comprehensive Evaluation of Basic Public Health Service Capacity in Nanjing

目的:综合评价南京市基层医疗卫生机构的基本公共卫生服务能力,为政府有关部门制定相关政策提供科学依据。方法:以全国“优质服务基层行”活动申报系统中2020年南京市的126家基层医疗卫生机构为研究对象,并采用秩和比法对全市126家基层医疗卫生机构的基本公共卫生服务能力进行排序和分档。结果:14个项目中,有4个项目超过90%的评价单位被评为A(优秀),居民健康档案管理只有4.76%的评价单位被评为A(优秀);按照秩和比法将南京市126家基层医疗卫生机构分为好、中、差3档,分别占比为16.67%、68.25%、15.08%。结论:南京市12个区的基层医疗卫生机构的基本公共卫生服务能力整体处于中等偏上水平,不同基层医疗卫生机构或不同服务项目的服务能力存在差异。

OBJECTIVE To evaluate the basic public health service capacity of primary health care institutions in Nanjing,and to provide a scientific basis for the relevant government departments to formulate relevant policies.METHODS In national"Guality Service Grassroots"declaration system in Nanjing in 2020,126 grassroots medical institutions were the research objects,using RSR to 126 grassroots medical institutions in the basic public health service ability to sort and grade.RESULTS In 4 of the 14 projects,more than 90%of the evaluation units were rated A(excellent),and only 4.76%of the evaluation units were rated A(excellent)in the management of residents’health records;126 primary health care institutions in Nanjing were classified into good,medium and poor according to the RSR,accounting for 16.67%,68.25%and 15.08%,respectively.CONCLUSION The overall capacity of basic public health services in Nanjing’s primary health care institutions was moderate to high with differences in the service capacity of different institutions or different service programs.
