影响国有企业招标采购效率的原因分析及对策研究

Analysis and Solution on the Efficiency of BiddingProcurement of State-owned Enterprises

招标采购是我国当前专门立法的采购方式,在激活市场竞争、规范采购行为、优化资源配置等方面起到了积极作用。招标采购已成为当前我国国有企业最主要的采购方式,但招标周期长的问题一直困扰着国有企业招标采购人员。本文以某大型国有企业物资采购实践为例,系统分析了招标采购周期长的原因,提出了改进措施和建议,为企业在确保依法合规的前提下,提高招标采购效率提供参考和借鉴。

Bidding is a procurement method specifically regulated by law in China,which plays a positive role in boosting market competition,regulating procurement behavior and optimizing resource allocation.Bidding has become the most important procurement method of state-owned enterprises in China,but the problem of long bidding cycle has been troubling the procurement personnel of state-owned enterprises.Based on the procurement practice of a large state-owned enterprise,this case study systematically analyzes the reasons for the long bidding cycle,and puts forward improvement measures and suggestions,which provide reference for enterprises to improve the efficiency of bidding under the premise of complying with the law.At the same time,it also puts forward legislative suggestions on solving the efficiency problem of bidding,combining with the current revision of national bidding law.
