应用加权TOPSIS法与RSR法综合评价基本公共卫生服务质量

Comprehensive evaluation of the basic public health service quality by weighted TOPSIS and RSR method

目的综合评价南通市基本公共卫生服务质量,为提升服务水平、制订管理策略提供依据。方法采用加权TOPSIS法和RSR法相结合,评价南通市2020年基本公共卫生服务资料,运用多元逐步回归分析,探索影响服务质量的主要影响因素。结果南通市下辖10个县(市、区),命名为A~J。加权TOPSIS法评价结果显示,2020年基本公共卫生服务质量前3名是D、G、F,后3名是A、B、J;多元逐步回归分析显示,居民电子健康档案建档率、健康档案使用率、管理人群血压控制率、2型糖尿病患者规范管理率是影响评价的主要因素;RSR法评价结果显示,F属于较好档,A、B属于较差档,其余7个地区属于中等。结论南通市基本公共卫生服务质量存在地区间不平衡现象,相关地区应完善村级服务体系,并加强电子健康档案建档、健康档案使用、高血压患者血压控制、糖尿病患者规范管理等措施,进一步提升服务质量。

Objective To evaluate the quality of basic public health services in Nantong city comprehensively;to provide basis for improving service quality and formulating management strategies. Methods Weighted TOPSIS combined with RSR method was used to analyze the data of basic public health services of Nantong in 2020;the multiple stepwise regression analysis method was used to explore the main influencing factors. Results The 10 counties in Nantong city were named as A-J.The top 3 and last 3 counties for public health service evaluation in 2020 were D,G,F and A,B,J by weighted TOPSIS analysis.The multiple stepwise regression analysis showed that the rate of setting electronic health records, the utilization rate of health records, the control rate of blood pressure of management population, and the standardized management rate of type 2 diabetes mellitus were the main factors affecting the evaluation.The evaluation by RSR method showed that the performance of F was relatively good, while performances of A and B were relative poor, and the performances of other 7 counties were moderate. Conclusion There was difference among different counties for the quality of basic public health services in Nantong.The service system at the village level should be strengthened in certain counties.The establishment of electronic health records, the dynamic use of health records, blood pressure control of hypertension patients, standardized management of diabetes patients should be enhanced to improve the service quality.
