摘要 "双碳"目标的约束,首先就是要减少碳排放,说到底就要减少化石能源如煤炭、石油等的燃烧排放,尤其是要限制煤炭的使用,多推广使用天然气等清洁能源,而这与我国"富煤、贫油、少气"的资源禀赋刚好矛盾。东莞是一个耗能尤其是耗电大市,由于省网供电不足,必须发展地方电厂乃至企业自备电厂,为缓解减污降碳的硬约束和电源性供电不足的硬需求,地方发电必须加速优化原来以煤电为主的电源结构,大力推广天然气发电直至今后引入和发展新能源电力。因此,地方电源结构就成了东莞碳达峰碳中和的关键因素。 The constraints of the "two carbon" goal, The first is to reduce carbon emissions, In the final analysis, it is necessary to reduce the combustion emissions of fossil energy such as coal and oil, In particular, the use of coal should be restricted, We should promote the use of clean energy such as na tural gas, This is just in contradiction with China’s resource endowment of "rich coal, poor oil and little gas".
