New rural cooperative medical system:The cornerstone of universal medical insurance system in China——A review and prospect of 60-year rural cooperative medical services in Jiangsu Province

文章介绍了中国传统农村合作医疗的兴起与发展,重点回顾了江苏合作医疗60年历程,从萌芽、发展、波动、改革、创新5个不同时期,阐述了合作医疗的演变过程,对新型农村合作医疗诞生、完善和发展进行了回顾,对江苏试点、运行和管理中的四个机制,以及纳入地方法规管理的做法进行了介绍;认为新型农村合作医疗制度使政府得民心、群众得实惠、卫生得发展,起到了的多赢效果;对完善全民医疗保障制度提出了相关政策建议。

This paper introduced the rise and development of traditional rural cooperative medical services in China,and mainly reviewedthe 60-year history of cooperative medical services in Jiangsu Province.The evolution process from five different cycles was expounded,which were germination,development,fluctuation,reform and innovation.The birth,improvement and development of the new rural cooperative medical system were reviewed,and four mechanisms in pilot,operation and management work in Jiangsu Province,as well as the practice of bringing in local laws and regulations were introduced.It fully affirmed that the establishment of the new rural cooperative medical system by CPC Central Committee and the PRC achieved a multi-win effect of receivingheartfelt support from the people for government,benefiting the people,and promoting the development of healthcare services.Finally suggestions were put forward to improve the universal medical insurance system.
