近年来,党中央、国务院高度重视社会信用体系建设,出台了一系列政策文件。在此总体框架内,海事监管领域信用体系建设需要妥善把握好依法依规和创新探索、海事监管和共建共治、全面推进和重点突破、统筹部署和具体实施之间的关系,并正确处理好信用监管和传统监管、权益保护、信用服务、智慧监管之间的关系。

In recent years,the Central Party Committee and the State Council has attached great importance to the development of social credit system and a series of policies have been promulgated.Under such a framework,in the construction of the credit system in the sector of maritime administration,it is necessary to reach a balance between law observation and innovative exploration,maritime administration and joint control,comprehensive promotion and key breakthrough,overall planning and practical implementation.It is also important to properly address the relationships between credit regulation and traditional regulation,right protection,credit service,and intelligent regulation.
