摘要
随着城镇化发展的节奏加快,中国城市公共空间的建设总量和质量要求持续走高。然而,由于传统的公共空间建设过度依赖地方财政的投入与有限的政府资源,很大一部分公共空间均面临着规划设计与空间职能不匹配、资源价值挖掘不足、使用效益低下、后续维护管理不善等困境。文章对城市公共空间现状及趋势进行研究与分析,从拓展对传统公共空间的理解、建立应对以上课题的设计策略与运营模式入手,提出通过公共空间的资产化设计与市场化运营来有效管理城市公共空间资源,以达到优化城市公共空间并提升其经济、社会、人文等多面向效益的目的。
With the pace of rapid urbanization,the total amount and required quality of urban public space that are being constructed in China continue to rise.However,due to the over-reliance on local financial sponsorship with limited government resources,a large part of the traditional public space development is facing with the dilemma of mismatch between the design and the function,lack of resource or value mining,low efficiency of use,and poor management of after-construction operation.Based on the research and trend analysis of the current development of urban public space,this paper starts with expanding the understanding of traditional public space,establishing the design strategy with operation model that responds to the above challenges,thereafter proposes an asset design approach enabling market engaged operation to enhance the efficient management of urban public space resources,so as to optimize urban public space with enhanced economic,social,and cultural benefits that meet the purpose of building livable cities.
