通过分析近5年LNG行业相关数据以及解读国家天然气产业相关政策,对我国LNG接收站在功能定位、目标市场、经营模式方面的发展趋势进行分析。随着我国推进天然气产供储销体系建设,LNG接收站的储气能力与资源输入能力上升到同等地位,已建、新建LNG接收站有必要扩大储罐的建设规模,以满足地方政府和企业的储气指标需要,通过合作共建或出租罐容来实现效益运行。预计“十四五”期间国内LNG消费量将维持稳定增长,车船用LNG业务步入快速发展阶段;LNG接收站作为液态市场主要供货方的地位日趋凸显,液态销售业务将是未来LNG接收站的重要发展方向。LNG接收站经营模式实现了从企业自用向社会公用的重要转变,预计未来将逐渐扩大适合公平开放的LNG接收站范围,或将公平开放原则作为新建LNG接收站项目立项的依据之一,保障油气安全稳定供应。

By analyzing the relevant data of LNG industry in recent five years and interpreting the relevant policies of national natural gas industry,the development trend of China's LNG terminals in terms of functional positioning,target market and business model is analyzed.With the construction of natural gas production,supply,storage and marketing system in China,the storage capacity and resource input capacity of LNG terminals have risen to the same status.It is necessary to expand the construction scale of storage tanks in existing and new LNG terminals to meet the gas storage indicator needs of local governments and enterprises,and realize profitable operation through cooperative construction or lease of tank capacity.It is expected that the domestic LNG consumption will maintain a stable growth during the 14 th Five-Year Plan period,and the vehicle and marine LNG business will enter a stage of rapid development.The position of the LNG terminal as the main supplier of the liquid market is increasingly prominent,and the liquid sales business will be an important development direction of LNG terminals in the future.The business model of LNG terminals has realized an important transformation from self-use of enterprises to public use.It is expected that the scope of LNG terminals suitable for fairness and opening will be gradually expanded in the future,or the principles of fairness and opening will be taken as one of the basis for the approval of new LNG terminal projects to ensure the safe and stable supply of oil and gas.
