儿童优先视角下困境儿童救助创新研究——以湖南省为例

Vulnerable Children's Social Assistance Innovation Research from the Perspective of Children First--Taking Hunan Province as an Example

为全面落实儿童优先理念,更好保障困境儿童权益,助力湖南困境儿童救助创新,为其他地区困境儿童救助创新提供湖南经验。本文采用文献研究和实地调查相结合的方法,了解湖南落实儿童优先理念在困境儿童救助领域开展的救助制度、救助内容、救助方式方法以及救助服务能力等方面的创新实践,分析湖南困境儿童救助创新存在的运行机制不畅、救助保障偏低、救助效率不高、救助内容相对单一、救助实践创新存在同质化现象以及服务能力较弱等主要问题及原因,并从体制机制创新、方式方法创新和理念创新三方面提出相应的策略。

For the full implementation of the Children's priority principles and better protection of the rights and interests of children in difficulty,we must enable the innovation in social assistance of Hunan province,and provide Hunan experience for other areas.This project gets the innovation practice of Hunan province in implementing the priority concept of children in the field of children in distress relief system,relief content,relief methods and relief service capacity by using the theory and practice of the research methods.This paper analyzes the problems and causes of the poor operating mechanism,low standards of insurance coverage,low efficiency of rescue,single salvage content,homogeneity of innovation in salvage practice,poor service ability of staff,etc,and explores the way of solving the above problems from the system innovation,the method innovation and the idea innovation.
