塔里木河流域信息化资源整合实践与成效

Practices and benefits of intergrating information resources in Tarim River Basin

为解决长期以来信息化建设存在的资源分散、条块分割、标准不统一、无法共享共用、重复建设等问题,塔里木河流域管理局以水利部信息化资源整合共享总体思路为指导,开展以流域水资源管理为核心的信息化资源整合工作。通过流域标准体系建设、数据资源整合、应用资源整合,建立了流域一张渠系拓扑图、一套业务关系表、一套业务流程和一套信息化规约,基于塔里木河流域云平台,建成了塔里木河流域一个库、一张图和服务于全流域统一管理调度的塔里木河流域管理局综合业务应用平台,实现了"总量控制、协同管理,一级部署、多级应用"的资源整合共享目标,逐步实现了流域精细化管理与调度,为实现塔里木河流域智慧化管理打下了坚实基础。

In order to solve the long existing problems in information system construction,such as dispersion of resources,divided blocks,disunified standards,difficulties in share and utilize,repeated construction,etc.,guided by the general idea of information resource integration and sharing raised by the ministry of Water Resources,Tarim River Basin Management Bureau has carried out the information resource integration work based on basin water resource management.By constructing the river basin standard system,integrating data resources and integrating application resources,the“one canal system topology map”,“one set of business relationship tables”,“one set of business processes”and“one set of informatization protocols”are established.Based on the Tarim River Basin cloud platform,the“one database”,“one map”of the Tarim River Basin and the integrated business application platform which serves the unified management and dispatch of water resources in the whole basin have been built,reaching the goal that“control the total amount,manage collaboratively,deploy on single level,apply on multi levels”.The precise management and dispatch of water in the basin is gradually realized,which has laid a solid foundation for the intelligent management of the Tarim River Basin.
