河北省深度贫困地区脱贫攻坚的基本经验研究

深度贫困地区脱贫攻坚,是打赢脱贫攻坚战的坚中之坚、重中之重。河北聚焦精准扶贫脱贫方略,把解决深度贫困地区发展瓶颈作为突破口,超常规建立包联制度、推行“政策包”,加大财政、金融支持力度,在脱贫攻坚中形成了一系列行之有效的经验做法。通过梳理总结河北省张、承、保市等深度贫困地区扶贫脱贫典型经验,为今后解决各地相对贫困、建立长效稳定防贫防返贫长效机制、衔接推进乡村振兴提供参考借鉴。

Poverty eradication in deep poverty areas is the most important thing to win the war against poverty.Hebei focus on precise poverty alleviation and poverty eradication strategy,to solve the bottleneck of development in deep poverty areas as a breakthrough,the establishment of a super routine package system,the implementation of"policy package",increase financial and financial support,in the fight against poverty has formed a series of effective experience and practices.By sorting and summarizing the typical experience of poverty alleviation and poverty eradication in deep poverty areas such as Zhangjiakou,Chengde and Baoding cities in Hebei Province,it will provide reference for solving relative poverty in the future,establishing a long-term and stable long-term mechanism to prevent poverty and return to poverty,and pr omoting rural revitalization at the same time.
