国家自然科学基金项目2020年全面无纸化申报的实施及后续思考

Implernentation and Follow-up Thinking of Comprehensive Paperless Application by the National Natural Science Foudation of China in 2020

国家自然科学基金项目全面无纸化申报是科学基金深化改革任务之一,是本年度自然科学基金委面对新冠肺炎疫情采取的一项重要应急措施。本文在详细调研基金项目无纸化申报工作现状的基础上,从系统硬件环境保障、申请书申报功能升级和依托单位报送流程重构等方面重点阐述2020年度全面无纸化申报的实施效果,深入分析本年度无纸化申报试行过程中存在的主要问题,并提出在后续工作中应改进合作单位及参与人的管理思路、妥善运用电子签章等。

The paperless application of National Natural Science Foundation of China(NSFC)projects is a task of deepening reformation of NSFC,as well as an important emergency response to the COVID-19 adopted by NSFC in this year.In this paper,based on sufficient investigation on the paperless application of NSFC,we discuss the implementation effects of the full paperless application in 2020 from the aspects of the technical guarantee of hardware systems,functionality upgrades of proposal application,as well as the restructuring of the submission process.Furthermore,we analyze the existing main problems in the paperless application of NSFC projects in 2020.Finally,we propose to improve the management of collaborations and make better use of electronic seals for future research on the paperless application of NSFC projects.
