河湖“四乱”问题遥感监测体系构建探讨与实践

Discussion and Practice on the Construction of Remote Sensing Monitoring System for "Four Disorder" of Rivers and Lakes

立足湖南省已开展的重要河湖遥感监测工作的经验,探讨了河湖“四乱”问题遥感监测体系的主要监测内容、业务支撑体系和业务运行流程,提出了一套集变化快速发现、任务交办跟踪、问题整改处置于一体的业务化运行监测体系。该监测体系与自然资源部门开展的卫星监测体系协同联动,能够及时精准发现各类“四乱”问题,降低各级河长实地巡查的工作量,促使河湖巡查不留死角,真正实现全省河湖巡查全覆盖,全面提高全省河湖监管信息化水平,也能够为国内其他省份河湖“四乱”问题遥感监测提供借鉴。

Based on the experience of remote sensing monitoring of important rivers and lakes in Hunan province,this paper discusses main monitoring contents,business support system,and business operation process of remote sensing monitoring system of rivers and lakes in Hunan province,and proposes a monitoring system integrating rapid change detection,task assignment tracking,and problem rectification.The monitoring system cooperates with the satellite monitoring system carried out by the natural resources department,can timely and accurately find all types of"four disorder"problems,reduces the workload of field inspection of river chiefs at all levels,truly realizes the full coverage of river and lake inspection in the whole province,comprehensively improves the informatization level of river and lake supervision in the whole province,and provides reference for remote sensing monitoring of rivers and lakes in other provinces in China.
