Interpreting Interim National Security Strategic Guidance:A Discourse Analysis Perspective

[目的/意义]拜登政府提前发布《临时国家安全战略指南》,传达关于美国政府对当前国际安全环境的判断。从话语分析角度解读该战略文件,有助于补充发掘拜登政府国家安全战略的新特点、新规律、新动向,补充现有研究。[方法/过程]基于话语分析视角,以《临时国家安全战略指南》及拜登内阁成员公开讲话作为真实语料,综合使用批评隐喻分析、社会行为者网络以及语料库辅助话语研究相结合的方法。[结果/结论]话语分析是情报分析的重要工具,解读拜登政府《临时国家安全战略指南》发现,拜登政府将强势争取世界领导地位,积极修复盟友关系,采取一切手段对抗、消减“中国对美威胁”,同时有效推动美国国内安全问题的解决。

[Purpose/Significance]The interim guidance issued by the Biden administration ahead of schedule conveys President Biden's vision for how America will engage with the world.An interpretation of this strategic document from the perspective of discourse analysis can help reveal the new features and novel tendencies of the US government on the current international security environment,which serves as a complement to existing studies.[Method/Process]Based on the corpus of Interim National Security Strategic Guidance and speeches by the members of the Biden administration,this study combines the discourse analysis methods of critical metaphor analysis,social actor network,and corpus-assisted discourse studies.[Result/Conclusion]Discourse analysis is an important tool of intelligence analysis.It is found that the Biden administration will vigorously strive for world leadership,actively renew its alliances,take all means to counter and reduce"China threats",and effectively promote the solution of its domestic security problems.
