[目的/意义]英国多年来在网络空间治理领域多次调整布局但仍成就斐然,具有研究价值。[方法/过程]以英国1996-2021年出台的涉及网络空间治理的行业守则、法律法规以及国家战略等政策文本为分析对象,以治理主体、治理理念和治理方式为要素搭建分析框架,探寻英国网络空间治理的逻辑变迁。[结果/结论]政府主导治理力度的加大与互联网企业责任的加重、在保障基本安全与公民权利的前提下更加积极主动、政策文本与技术双轮驱动政府主导的多元主体协作是英国网络空间治理的发展趋势。

[Purpose/Significance]The United Kingdom has adjusted its layout in the field of cyberspace governance many times over the years,but it still has made remarkable achievements and has research value.[Method/Process]Taking the industry codes,laws and regulations,and national strategies issued by the United Kingdom from 1996 to 2021 concerning cyberspace governance as the analysis object,building an analysis framework based on governance entities,governance concepts and governance methods,and exploring the logical changes in the governance of cyberspace in the UK.[Result/Conclusion]Increased government-led governance and increased Internet corporate responsibilities,more proactive under the premise of ensuring basic security and civil rights,policy texts and technology dual-wheel drive government-led multi-subject collaboration is the development trend of governance.
