我国政府数据协同治理的困境及应对研究

Research on the Dilemma and Countermeasures of Collaborative Governance of Government Data

[目的/意义]协同治理对应对政府数据治理问题有着重要意义。着眼我国政府数据协同治理问题,力求挖掘出政府数据协同治理的实现路径,以形成治理实践中多元共治的最大协同效应,切实提高政府数据治理的实效。[方法/过程]通过文献梳理,归纳出政府数据协同治理面临的组织困境、机制困境和认识困境三个方面的困境,揭示出突破政府数据协同治理困境的策略。[结果/结论]研究认为,应加强政府数据协同治理的顶层设计与组织建设,完善政府数据协同治理共享机制与利益协调机制,增强多元主体数据治理意识,以此有效实现组织协同、机制协同和文化协同。

[Purpose/Significance]Collaborative governance is of great significance to the problem of government data governance.Focusing on the problem of coordinated governance of government data in our country,we strive to discover the realization path of coordinated governance of government data,so as to form the maximum synergy of multiple co-governance in governance practice,and effectively improve the effectiveness and efficiency of government data governance.[Method/Process]Through the literature review,it summarizes the three dilemmas of organizational dilemma,mechanism dilemma and cognitive dilemma faced by government data collaborative governance,and reveals the strategy to break through the dilemma of government data collaborative governance.[Result/Conclusion]The research believes that the top-level design and organizational construction of government data collaborative governance should be strengthened,the government data collaborative governance sharing mechanism and benefit coordination mechanism should be improved,and the awareness of data governance of multiple subjects should be enhanced,so as to effectively achieve organizational coordination,mechanism coordination and cultural synergy.
