二维独立性视角下的高校智库运行模式--基于某省的比较案例研究

The Operation Mode of University Think Tanks from the Perspective of Two-Dimensional Independence--A Comparative Case Study of a Province

[目的/意义]基于二维独立性识别高校智库运行模式的不同类型,通过案例比较,为高校智库提供类型转化路径和运行机制建议。[方法/过程]从高校智库与政府的独立性、高校智库与隶属高校的独立性两个维度,识别了双高、高低、低高、双低四种高校智库,并以某省为例进行比较案例研究。[结果/结论]研究发现,双高、高低、低高、双低的运行模式分别具有明星、挂靠、平台、双轨特征;双低型运行模式是多数高水平高校智库的选择;加强“旋转门”机制、创新合作机制有助于打造低政府独立性,完善“小机构+大网络”有利于打造低隶属高校独立性;双高型智库可以通过塑造媒体影响力来提升政府关注度,双低型智库应尽快摆脱“挂靠”特征。

[Purpose/Significance]Based on the perspective of two-dimensional independence,this paper identifies the different types of university think tanks(UTTs)operating modes,and through case comparison,provides suggestions for the type conversion path and operating mechanism.[Method/Process]The paper identifies the four operating modes of UTTs:the double-high mode,the high-low mode,the low-high mode,and the double-low mode,based on the independence of UTTs from government and affiliated universities.High-level UTTs of a province were taken for comparative case studies.[Result/Conclusion]The study found that the operating modes of the double-high,the high-low,the low-high,and the double-low UTTs have the characteristics of star,affiliated,platform,and double track respectively;the double-low operation mode is the choice of most high-level UTTs;strengthening the"revolving door"mechanism and innovating cooperation mechanisms will help create low government independence;improving the"small institutions+large networks"is conducive to building low university independence;the double-high UTTs can increase government attention by shaping the influence of the media,and double-low UTTs should get rid of the characteristics of"attachment"as soon as possible.
