基于SWOT分析的贵州林下经济发展战略研究

Strategic Analysis of Under-forestry Economy Development in Guizhou Based on SWOT Method

自从国务院印发了《天然林保护修复制度方案》政策以来,全面停伐后,林下经济的发展已然成为贵州省林业局大力建设的重点。本文在大力发展“绿水青山就是金山银山”的生态经济背景下,研究贵州省林下经济产业的发展,通过实地走访、政策和文献梳理对其进行深入分析。SWOT矩阵分析发现,通过发挥区位、资源和气候的优势,克服缺乏科学技术指导和人才匮乏等劣势,借助政策扶植、信息化建设以及生态可持续发展带来的机会,消除同质化竞争和资金投资不足带来的威胁,从而提出构建自有品牌,拓宽宣传渠道,吸收社会资本,建设生态经济,加大公开力度,升级产业链条等一系列适合林下经济的发展战略。

Since the State Council issued the policy of"natural forest protection and restoration system plan"and stopped cutting in an all-round way,the development of understory economy has become the focus of vigorous construction of Guizhou forestry bureau.Under the background of vigorously developing the ecological economy of"green water and green mountains are golden mountains and silver mountains",this paper studies the development of undergrowth economic industry in Guizhou Province,and makes an in-depth analysis through field visits,policies and documents.SWOT matrix analysis shows that by giving full play to the advantages of location,resources and climate,overcome the disadvantages of lack of scientific and technological guidance and lack of talents,opportunities brought by policy support,information construction and ecological sustainable development,eliminate the threat of homogeneous competition and insufficient capital investment,so as to build its own brand and broaden publicity channels,absorb social capital and build ecological economy,a series of development strategies suitable for the understory economy,such as increasing openness and upgrading the industrial chain.
