边疆治理视角下的领土边界及其伦理基础

Territorial Borders and their Ethical Basis in the Perspective of Frontier Governance

领土边界的实质是一种国家的政治制度安排,其与领土主权、权益分配、身份认同、流动限度、人权保障等重要政治主题关联在一起,深刻地影响着边疆治理的诸多领域。领土边界必须要受到一定的伦理约束,其存在、位置、功能以及争端处置都要接受道德考量。当前,全球流动性、全球安全危机、人类资源开发、边民权益代价和边界修正等问题对领土边界的设置与管理提出伦理考题,需要对领土边界的伦理基础进行深入研究,以支撑领土边界制度的反思性建构。

The essence of territorial borders is a national embodiment of the political system,which is related to important political themes such as territorial sovereignty,assignment of rights,identity,mobility limits,and protection of human rights,which profoundly affects many areas of frontier governance.This paper holds that territorial borders have to be subject to certain ethical constraints,whose existence,location,function,and dispute resolution also need to be subject to moral considerations.At present,the setting and management of territorial borders have posed such ethical questions as global mobility,global security crises,human resource development,cost of rights and interests,and border amendments.Therefore,an in-depth research on the ethical basis of territorial borders is crucial to support the reflective construction of the system of territorial borders.
