The Logic and Transformation of the Modernizationof Borderland Governance in Contemporary China

边疆治理现代化的顺利实现取决于其逻辑转换。边疆治理既要解决国家政治制度与边疆的公共生活的关系问题,又要处理边疆与国家腹地的关系问题。虽然边疆的国家政治制度与公共生活衔接与边疆与国家腹地的整合结合起来有困难,但十八大以来,边疆治理现代化也进入新阶段,其制度逻辑转换的动态图景渐次展现出来,边疆治理价值取向走向先进成熟,治理主体结构走向多元共治,治理方式走向法治,从而向世人展示了一幅善治画面。但边疆治理现代化远没有完成其历史任务。增强边疆治理价值取向的复合性,提升边疆治理体系的协调性,强化边疆治理能力的综合性,增强边疆治理结构的开放性是未来边疆治理现代化的逻辑建构进路。

The successful realization of the modernization of borderland governance depends on its logical transformation.The borderland governance should not only solve the relationship problems between the national political system and the public society in the borderland,but also deal with the relationship between the borderland and the hinterland of the country.It is difficult to realize the connection between the national political system and the public life in the borderland with the integration of the borderland and the hinterland of the country.Since the 18th National Congress of the Communist Party of China,the modernization of borderland governance has entered a new stage,and the dynamic prospect of the transformation of its institutional logic has gradually emerged.The value orientation of borderland governance has become advanced and mature,the main governance structure has become pluralistic and co-governance,and the governance model has relied on the rule of law,which shows a picture of good governance to the world.However,the modernization of borderland governance is far from completing its historical task.It is the logical construction path of the modernization of borderland governance in the future to enhance the complexity of the value orientation of borderland governance,promote the coordination of the borderland governance system,strengthen the comprehensive ability in borderland governance,and improve the open structure of borderland governance.
