属地治理是我国社会组织监管的典型特征之一。在我国体育社会组织属地治理的格局下,形成了显性与隐性结合的双重排斥现象。作为一种管理制度,体育社会组织双重排斥体现优劣并存,其中优势包含:体育社会组织提供的服务特殊性;培育属地体育社会组织的责任要求;保持有效监管和评比工作的需要。劣势包含:与草根体育组织蓬勃发展的趋势背离,影响了社会力量的积极性;与直接登记注册制度的背离,影响了体育社会组织数量的增长;与政府购买要求公平的营商环境背离,导致政府购买竞争不足。改进体育社会组织双重排斥的路径包含:破解显性排斥,优化体育社会组织成长环境;针对隐性排斥,确立体育社会组织专业导向。

Territorial governance is one of the typical characteristics of social organization supervision in China.Under the pattern of territorial governance of China's sports social organizations(SSOs),the dual exclusion phenomenon of dominant and recessive combination has formed.As a kind of management system,SSOs have dual exclusion,which reflects the coexistence of advantages and disadvantages.The advantages include the particularity of the service provided by SSOs;the responsibility requirements of cultivating local SSOs;the need to maintain effective supervision and evaluation.The disadvantages include departing from the vigorous development trend of grassroots sports organizations,affecting the enthusiasm of social forces;departing from the direct registration system,affecting the growth of the number of SSOs;departing from the fair business environment required by government purchase,resulting in insufficient competition in government purchase.The ways to improve the dual exclusion of SSOs include:To crack overt exclusion,we should optimize the growth environment of SSOs;in view of the recessive exclusion,we should establish the professional orientation of SSOs.
