基于群决策理论的近海工程建设PPP模式社会资本选择

Social Capital Selection of PPP Mode for Offshore Engineering Construction Based on Group Decision Theory

PPP模式((Public-Private-Partnership))的持续推进促使政府不断加强社会资本选择优化.为了进一步规范近海工程PPP项目如何选择社会资本合作方的问题,在构建适用于近海项目的评价指标体系的基础上,提供了一种利用基于模糊偏好关系的群决策理论的社会资本优选模型,最后通过实证分析验证了近海工程PPP项目社会资本选择模型的有效性.结果表明:通过严格的约束性标准、规范合理的指标体系和科学的群决策优选模型,能够有效地解决近海工程PPP项目社会资本合作方的最优选择问题.所采用的基于模糊偏好理论的群决策模型使决策过程更为明晰,手段更为科学,结果的客观性更有保障,该模型也可以为其他类型的PPP项目在优选社会合作资本时提供理论依据和决策参考.

The continuous promotion of PPP mode(Public-Private-Partnership) urges the government to continuously strengthen the optimization of social capital selection.In order to further standardize the subject that how to choose the social capital of PPP mode for offshore project,on the basis of establishing the evaluation index system for offshore project,this paper provided a kind of optimization model of social capital selection by the theory of group decision-making based on fuzzy preference relations,and finally the validity of the model for social capital selection for PPP project about the offshore engineering was verified by a case analysis.The results show that the problem of optimal selection of social capital partners in offshore PPP projects can be effectively solved by strict binding standards,normative and reasonable index system and scientific group decision-making optimization model.The group decision model based on fuzzy preference theory makes the decision-making process more clear,and the means more scientific,and the objectivity of the results more guaranteed.This model can also provide theoretical basis and decision-making reference for other types of PPP projects when optimizing the social cooperative capital selection mode.
