摘要 运用系统观念,分析了江河水系的系统性属性,包括遵循自然规律的水文属性、为经济社会服务的资源功能属性、为水生生物提供生存环境的生态属性,以及这3种属性带来的江河水系、人类社会和生态环境的相互作用和影响,指出系统思维对水库大坝安全和综合效益的重要性。论述了科学评价江河水系生态环境质量不能依靠单一指标,而应该运用一个完整的评价体系来科学评价江河生态系统的质量,进而提出了坝工行业应该重点研究的江河生态环境评价指标的意见和建议。强调了长江保护法规定的坝工行业在保护和修复长江生态环境中新的法律责任。 This article uses the system concept to analyze the systematic attributes of river systems,including hydrological attributes that follow natural laws,resource functional attributes that serve the economy and society,and ecological attributes that provide a living environment for aquatic organisms.The interaction and influence of river system,human society and ecological environment brought by these three attributes are analyzed,and the importance of system thinking to reservoir dam safety and comprehensive benefits is pointed out.This article discusses that the scientific evaluation of the quality of the river ecosystem cannot rely on a single index for evaluation,but a complete evaluation system should be used to scientifically evaluate the quality of the river ecosystem.This article puts forward the opinions and suggestions on the river ecological environment evaluation indicators that the dam industry should focus on,and emphasizes the new legal responsibilities of the dam industry in the protection and restoration of the Yangtze River′s ecological environment stipulated by the Yangtze River Protection Law.
