黄河流域(片)重要饮用水水源地抽查问题及对策研究

Study on the Problems and Countermeasures of Spot Checking of Important Drinking Water Sources in the Yellow River Basin(Slice)

保障饮用水水源地安全是实现饮水安全的重要前提。系统梳理了“十三五”期间黄河流域(片)现场抽查饮用水水源地管理及保护现状,深入分析了水源地变更或实际供水功能改变、城市饮用水水源单一、应急供水保障能力不足、取水口水质监测频次不够、监测项目不全、水质存在污染风险等典型问题,从饮用水水源地名录核准、应急备用水源地规划及建设、饮用水水源地日常监测和监督性监测、饮用水水源地环境风险防范与管理、示范水源地创建等方面提出了针对性对策和建议,对“十四五”期间持续推进和加强饮用水水源保护工作、保障饮用水安全,具有重要意义。

Ensuring the safety of drinking water sources is an important prerequisite for achieving drinking water safety.This paper systematically sorts out the current situation of on-site spot inspection of drinking water source management and protection in the Yellow River Basin(slice)during the 13th Five-Year Plan period,and deeply analyzed the typical problems such as water source change or actual water supply function change,single urban drinking water source and insufficient emergency water supply guarantee capacity,insufficient water quality monitoring frequency of water intake,incomplete monitoring items,water pollution risk and so on.This paper puts forward targeted countermeasures and suggestions from the aspects of directory approval of drinking water sources,planning and construction of emergency standby water sources,daily monitoring and supervisory monitoring of drinking water sources,environmental risk prevention and management of drinking water sources,and the establishment of demonstration water sources,which is of great significance to continuously promote and strengthen the protection of drinking water source and ensure the safety of drinking water during the 14th Five-Year Plan period.
