电信网络诈骗犯罪韧性治理探析

An Analysis of Resilience Management of Telecom Network Fraud Crime

韧性是指社会在受到干扰、突发、破坏等事件影响后,通过一系列措施帮助社会实现预防、适应和恢复原本状态的能力。当前我国电信网络诈骗犯罪数量呈现增长态势,在韧性视角下存在预警信息滞后、部门联动力不足、专业力量短缺和诈骗与反诈骗技术更新速度不匹配的治理困境。公安机关需要通过强化事前预警能力,提升行业部门联动力,培养专业反诈队伍,加大反诈技术投入,完善反诈系列制度设计等,构建韧性治理各阶段所需能力,实现电信网络诈骗犯罪韧性治理。

Resilience refers to the ability of a society to prevent,adapt and restore its original state through a series of measures after being affected by disturbances,emergencies and disruptions.At present,the number of telecom network fraud crimes in China has shown an increasing trend.From the perspective of resilience,there are governance difficulties such as lagging early warning information,lack of departmental linkage power,shortage of professional forces and the incompatibility between fraud and anti-fraud technology updates.The public security organs need to strengthen the ability of early warning,enhance the joint power of industry departments,train professional anti-fraud team,increase the investment in anti-fraud technology,improve the anti-fraud series system design,etc.,to build the ability required by the various stages of resilience management,and realize the resilience management of telecom network fraud crime.
