纪检监察体制改革背景下高职院校内部巡察机制建设研究

Research on the Vocational Colleges construction of Inspection Mechanism under the Background of Discipline Inspection and Supervision System Reform

高校内部巡察是推进全面从严治党向基层延伸的重要举措。在纪检监察体制改革背景下,高职院校将在现任党委一届任期内对所有下属机构完成一轮巡察。现阶段,高职院校内部巡察机制建设尚属起步阶段。通过实地调研宁波5所高职院校的内部巡察工作队伍建设机制、巡察问题征集机制、巡察沟通会商机制、巡察整改督办机制、巡察成果转化机制、巡察工作考评机制等实施情况,以期为建立一套科学、实效、创新的巡察体制体系提供参考。

Internal inspection in Colleges and universities is an important measure to promote the extension of strict party governance to the grass-roots level.Under the background of the discipline inspection and supervision system reform,higher vocational colleges are also required to complete a round of inspection on all subordinate institutions within a term of the Party committee.But now the construction of internal inspection mechanism in higher vocational colleges is still in its initial stage.Through field research on the internal inspection work of 5 colleges and universities in Ningbo,this paper explores the construction of a series of mechanisms such as the construction of internal inspection team in higher vocational colleges,the soliciting mechanism of inspection problems,the communication and consultation mechanism of inspection,the rectification and supervision mechanism of inspection,the transformation mechanism of inspection results,and the evaluation mechanism of inspection work in order to provide reference for the establishment of a scientific,effective and innovative patrol system.
