摘要
以乌蒙山集中连片贫困区毕节市为例,在全面分析洪灾致灾因子危险性、孕灾环境敏感性、承灾体脆弱性以及救灾保障能力的基础上,用熵值法综合评估毕节市县域尺度的洪灾风险。结果显示:①毕节市洪灾风险高,风险主要来源于降水和承灾体的脆弱性,高风险区和较高风险区域面积占比重较大,约占全市43.27%;②其洪灾风险的区域差异显著,由西南部向东北部,综合洪灾风险逐渐变小;③在抗洪中需从三方面加强建设:一是气象监测,二是生态环境及海绵城镇建设,三是经济建设,提高救灾保障能力。
Taking Bijie City in the Wumeng Mountainous Area as an example,based on the comprehensive analysis of the four elements of flood(the disaster-inducing factors,the disaster-breeding environment,the disaster-bearing bodies,and the disaster relief ability),we have evaluated the flood risk of Bijie City at county level by using the entropy method.The results show that:①the flood risk of Bijie City is high;the risk mainly comes from the precipitation and the vulnerability of the disaster-bearing bodies;the high-risk areas account for 43.27%of the city;②the regional difference in flood risk is significant;from the southwest to the northeast,the comprehensive flood risk gradually decreases;③in order to improve the disaster relief ability,three aspects need to be strengthened,including weather monitoring,construction of the sponge city,and economic development.
