浙江省独立学院“转公办”的理论逻辑和实践证成

坚持教育的公益性高于市场化的价值追求、践行“规范办学义务”大于“资本收益权力”的责任担当、遵循上位法大于下位法的法律效力逻辑,都是浙江省独立学院“转公办”的理论逻辑支撑。浙江省独立学院诞生、发展、变通以及迁址县域办学的历程,都是对其公办属性的“实践证成”。基于县域办学的实际,浙江省独立学院转设为服务于地方经济社会发展的公办应用型高校,是高等教育从大众化迈向普及化的必然选择。

The theoretical logic of independent colleges to state-run colleges in Zhejiang province is supported by the principle that the public welfare of education is higher than the pursuit of market value,the responsibility that practicing“standardized school-running obligations”is greater than“capital gains power”,and the legal validity that a higher-level law is higher than a lower-level law.The birth,development,modification and relocation of the independent colleges in Zhejiang province are the“practice evidence”of their state-run property.Grounded on the actual situation of county-run schools,the independent colleges in Zhejiang province have been transformed into application-oriented universities serving local economic and social development,which is an inevitable choice for higher education for the sake of popularization.
