加强乡镇(街道)工会工作助力乡村振兴——基于乡镇(街道)工会“无人办事”的视角

加强乡镇(街道)工会工作是贯彻落实习近平总书记关于群团改革和关于工人阶级与工会工作重要指示精神的着力点,是工会参与国家治理体系和治理能力现代化的切入点,也是推动乡村振兴助力区域经济发展的落脚点。当前,全国范围内的乡镇(街道)工会普遍存在的“无人办事”问题,严重影响了其作用的发挥,主要原因是工会主席高配,工会副主席、专职干部兼职,社会化工会工作者人员不足。应从提高专兼职工会干部的待遇、按照三类乡镇(街道)分别规范工会工作、完善社会化工会工作者管理制度和提升干部队伍素质等方面寻求破解难题之法。

Strengthening the work of township(community)trade unions is the focus of implementing the spirit of General Secretary Xi Jinping’s group reform and important instructions on working class and trade union work.It is the entry point for trade unions to participate in the modernization of the national governance system and governance capabilities,and it is also the promotion of villages.The foothold of revitalization to help regional economic development.At present,the widespread dereliction of duty in township(community)trade unions across the country has seriously affected its role.The main reason is that the chairmanship of the trade union is relatively high,the vice chairman and cadres are all part-time,and the social chemical industry association works,and the number of participants is insuffi cient.The trade union should improve the remuneration of full-time and part-time trade union cadres,regulate trade union work according to the three types of townships(communities),improve the management system of social chemical industry workers,and improve the quality of the cadre team.
