新发展理念下农业产业高质量发展的实证研究

Empirical Research on Quality Development of Agricultural Industry from the Perspective of New Development Concept

以新发展理念为指导,文章构建了农业产业高质量发展的综合评价指标体系,运用熵权法、多目标综合评价模型进行实证研究,得出我国31个省份2009—2018年农业产业高质量发展综合评价指数。结果表明:近十年,我国各省之间的农业产业高质量发展综合指数随时间变化呈现规律性,总体规模是由沿海向内陆扩大;现阶段我国农业产业高质量发展状态,东部、中部、西部地区差异显著,呈现由沿海向内地递减的差异性分布;东部、中部、西部地区的具体差异主要表现在中部地区(8省市)、东部地区(11省市)两个地区评价指数高,西部地区(12省市区)除四川省、陕西省外,其余省市区均远低于全国平均水平。

This paper determines evaluation indexes,on the basis of new development concept,to build comprehensive evaluation index system for quality development of agriculture.It empirically calculates the composite evaluation indexes for 31 provinces of China between 2009 and 2018,employing entropy weight method and multiple objective comprehensive evaluation model.The results indicate:the composite indexes of quality agricultural development make turns during the 10 years,generally exhibiting a rise from inland areas to coastal areas;the development presently has clear differences between the provinces,i.e.,in the shape of“stair”from the east through the centre to the west;specifically,the differences are that in the centre and east,the indexes are higher,while in the west,except Sichuan and Shaanxi,they are well below the national average.The research conclusion has important enlightenment significance for further accelerating the high-quality development of China’s agricultural industry.
