淮海经济区绿色发展水平测度与时空演化研究

Study on the Measurement and Spatio-Temporal Evolution of Green Development Level in Huaihai Economic Zone

基于淮海经济区不同地市能源资源开发现状和产业发展阶段,从绿色发展能力、资源环境压力、产业结构基础、政府支持力度四方面构建绿色发展指标体系,评价绿色发展水平和地区差异。研究发现:(1)2008—2017年间,淮海经济区绿色发展水平整体呈“W”型波动趋势。(2)绿色发展水平呈现由“东北高、西南低”向“中部高、南北低”的空间演化格局,并不断向均衡化方向发展,地区差距逐渐缩小。(3)绿色发展各指标权重呈波动趋势,影响因素多变。通过淮海经济区绿色发展水平现状和影响因素分析,从绿色发展角度分析产业转型中存在的问题、原因及相关可行性对策,促进淮海经济区各地市产业转型和经济发展,并为全国其他资源型地区产业转型提供借鉴和参考。

Based on the current situation of energy resources development and industrial development stage in different cities of Huaihai Economic Zone,the green development index system was constructed from four aspects of green development ability,resource and environment pressure,industrial structure foundation and policy support,and the green development level and regional differences were evaluated.The results showed that:(1)from 2008 to 2017,the overall level of green development in Huaihai Economic Zone had fluctuated in a“W”shape;(2)the level of green development had presented a spatial evolution pattern from“high in the northeast and low in the southwest”to“high in the middle and low in the north and south”,and developed in the direction of equalization,and the regional gap was gradually narrowing;(3)the weight of each indicator of green development showed a fluctuating trend and the influencing factors changeable.Through the analysis of the current situation and influencing factors of the green development level of Huaihai Economic Zone,this paper analyzes the problems,causes and relevant feasible countermeasures in the industrial transformation from the perspective of green development,so as to promote the industrial transformation and economic development of cities in Huaihai Economic Zone,and provide reference for industrial transformation of other resource-based areas in China.
