长三角一体化背景下乡村振兴差异化策略

Differential Strategies for Rural Revitalization Under the Background of the Integration of the Yangtze River Delta

乡村振兴战略是党的十九大确立的统领三农发展的国家战略,长三角一体化则肩负着打造全国发展强劲活跃增长极、高质量发展样板区,率先实现现代化引领区、区域一体化发展示范区和改革开放新高地的战略使命。因此,检视长三角区域内部乡村振兴实施成效、制定一体化背景下各地的差异化策略具有十分重要的现实意义。文章结合乡村振兴的内涵和长三角地区乡村发展的实践,构建了包含5个维度、20个指标在内的乡村振兴水平综合评价指标体系,运用因子分析和TOPSIS法测算了2018年沪苏浙皖乡村发展水平并进行排名,在此基础上对各地区实施乡村振兴战略提出差异化策略。

The rural revitalization strategy is the national strategy established by the 19 th CPC National Congress to guide the development of three issues of agriculture,the countryside,and farmers.The integration of the Yangtze River Delta shoulders the strategic mission of building a strong and active growth pole and high-quality development model area for national development,taking the lead in realizing modernization leading area,regional integration development demonstration area,and a new highland of reform and opening up.Therefore,it is of great practical significance to examine the implementation effect of rural revitalization in the Yangtze River Delta and formulate differentiated strategies under the background of integration.Combined with the connotation of rural revitalization and the practice of rural development in the Yangtze River Delta,this paper constructs a comprehensive evaluation index system of rural revitalization level including 5 dimensions and 20 indicators,calculates and ranks the rural development level of Shanghai,Jiangsu,Zhejiang,and Anhui in 2018 by using factor analysis and TOPSIS method,and puts forward differentiated strategies for the implementation of rural revitalization strategy in various regions.
