论东亚权力格局变化下的日本国家战略转换

Analysis on the Change of Japan's National Strategy under the Background of Power Transfiguration in East Asia

从大战略的角度探讨在东亚权力格局变化下日本的国家战略因应是个新尝试。战后日本以吉田主义为代表的国家战略,已为“积极和平主义”国家战略所取代。在“积极和平主义”国家战略下,日本战略主动性提高,安全战略实现历届保守内阁未能实现的重大突破,外交战略积极主导地区政治经济秩序重构。在新冠疫情大流行和美国重组联盟抗衡中国的形势下,日本“积极和平主义”国家战略深入展开,与美国在重构后疫情国际秩序上相互呼应,在中美之间保持平衡和在对华制约与合作之间保持平衡的“两个平衡”对华战略面临考验。日本国家战略转换是日本政治和外交安全战略的历史性转变,认识这一转换的性质,对于认识日本国家战略趋向和东亚格局演变具有参考意义。

The perspective of grand strategy is a new angle to analyze Japan's national strategic response under the background of power transfiguration in East Asia.After World WarⅡ,Japan's national strategy represented as Yoshida Doctrine has been replaced by“Positive Pacifism”,under whose guidance,Japan's national strategy displays more initiatives with the diplomatic strategy guiding the regional political and economic order re-configurations,resulting in major breakthroughs in security strategy,which can t be achieved during the former conservative Cabinets.Under such new circumstances as COVID-19 pandemic and American reconstruction of its union to counterbalance China's rise,Japanese government deeply puts the national strategy of“Positive Pacifism”into force,which coincides with American reconstruction of international order during the post-Pandemic Era.When Japan enforces its national strategy,it must reach two balances.The one is the balance in the Sino-US strategic competition,while the other balance in the Sino-Japan respective constraints and cooperation.The change of Japan's national strategy represents historic meaning in the perspective of its political,diplomatic and security strategy.Therefore,the analysis of the change serves as a significant reference to know about the developmental trends of Japan's national strategy and East Asian order reconfiguration.
