基于乡村经济韧性的传统农区城乡融合发展路径研究——以河北省典型县域为例

Path of Urban-Rural Integrated Development in Traditional Agricultural Zones Based on Rural Economic Resilience: The Study of Typical Counties of Hebei Province

乡村韧性是乡村系统应对外界扰动冲击,维持系统稳定性和可持续发展的重要属性。文章基于河北省景县16个乡镇、451个行政村的问卷调查数据,构建"压力—状态—响应"模型,综合评价传统农区县的乡村经济韧性。研究结果显示:(1)景县乡村经济韧性平均值为0.061,整体处于较低水平,空间分布呈现北部和西南部偏低、中部相对较高的格局特征,县城所在地及其邻近的周边地区、主要交通干线过境的乡镇乡村经济韧性较高,偏远地区的乡村经济韧性水平较低。(2)人均村集体经济收入、农户家庭人均纯收入、乡村人均固定资产投入与乡村人力资本为乡村经济韧性的主要短板因素。(3)文章对比分析河北省阳原县显示持续对乡村基础设施、公共服务、乡村产业的投入有利于提升乡村经济韧性。文章基于研究结果提出旨在推进传统农区城乡融合发展的路径建议。

Rural resilience is the basic attribute of rural system and plays an important role in resisting external shocks and maintaining rural stability and sustainability. The paper taking Jing County, Hebei Province for example,constructs the "Pressure-State-Response" model and carries out field study which covers 16 towns and 451 villages. The empirical study shows that: 1) The average level of rural economic resilience in Jing County is 0.061,which is at a rather low level.Low rural economic resilience is mainly distributed in the north and southwest parts of the county while the central part is of higher rural economic resilience. 2) The per capita rural collective income, per capita rural household income, per capita fixed asset investment and rural human capital are the limiting factors of rural economic resilience. 3) Comparison study of Yangyuan County shows that continuous investment in rural infrastructure, public service and rural industries will help to increase rural economic resilience. The paper proposes ways to promote urban-rural integrated development in the traditional agricultural zones of China according to the research results.
