重大疫情期间医疗救治定点医院平战结合的管理

Management of combination of peacetime and wartime of designated hospitals for medical treatment during major epidemics

公共卫生应急管理中广泛应用“平战结合”原则。重大传染病疫情医疗救治定点医院只有在“平时”加强能力建设,方能在“战时”从容应对疫情。本文结合某传染病专科医院多次承担重大传染病疫情医疗救治任务的经历和某综合医院对应急管理的实践和思考,提出定点医院加强应急准备的建议:完善应急组织与规划,补齐基础设施和学科建设短板,完善应急预案和应急物资储备。

The principle of“combination of peacetime and wartime”should be widely applied in public health emergency management.Only by strengthening capacity building in“peacetime”can designated hospitals for medical treatment of major infectious diseases calmly respond to and cope with the epidemic in“wartime”.Integrating with the experience of a specialized infectious disease hospital in undertaking medical treatment for many times and the practice and reflection of a general hospital for emergency management,this article put forward practical suggestions on strengthening emergency preparedness,namely,emergency organization and planning improvement,weak spots of infrastructure and discipline construction replenishments,and emergency preplan improvement and supplies reserve completion.
