化工类建设项目环境风险评价编制要点

Key points of preparation of environmental risk assessment for chemical construction projects

化学品具有易燃、易爆和有毒、有害、腐蚀性等特性,这些物质可能通过运输、储存、使用乃至废弃物处置等多种途径进入环境,以各种形式对生态环境和人体健康造成不利影响。为了预防、控制、减缓化工企业生产过程对外环境的影响,在建设项目开展环境影响评价过程中,环境风险评价成为环评文件的重点专项评价之一。笔者根据以往的环境评价工作经验,简要分析了化工类企业环境风险评价及环境管理的编制要点。

Chemicals are inflammable,explosive,toxic,harmful,corrosive and other properties.These substances may enter the environment through transportation,storage,use and waste disposal,causing adverse effects on the ecological environment and human health in various forms.In order to prevent,control and slow down the impact of chemical enterprises on the external environment in the production process,environmental risk assessment already become one of the key special assessments in the eia documents in the process of environmental impact assessment of construction projects.Based on the previous experience of environmental assessment,this paper briefly analyzes the key points of environmental risk assessment and environmental management for chemical enterprises.
