环境影响评价与排污许可制的衔接路径分析

Analysis of the link between environmental impact assessment and pollutant discharge permit system

自2016年《排污许可证制度实施方案》出台以来,排污已成为环境管理的重要课题。为切实保护环境,要求排污许可制与环境影响评价联系起来,即通过环境影响评价对污染物检测,预测其排放后对环境的不利之处,从而依据相关标准限制污染物排放。本文旨在梳理现阶段排污许可的不足,以及其与环境影响评价之间的不同之处,探索两者之间有效的衔接方式,以此希望能够为环境治理提供可采纳的建议。

Since The Implementation Plan on Controlled Pollutant Discharge Permit System was issued in 2016,pollution discharge has become an important topic in environmental management.In order to protect the environment,emission permit system is required to be associated with environmental impact assessment,which is,to limit the emission of pollutants according to relevant standards by the environmental impact assessment for pollutants and predicting the disadvantages to the environment after their discharge.The purpose of this paper is to clarify the deficiencies of emission permits at this stage and the differences between it and the environmental impact assessment,and to explore an effective interface between the two in the hope of providing acceptable recommendations for environmental governance.
