摘要
进入新时代,特别是"十三五"时期,事业单位人事制度改革稳步推进,人事管理体制机制不断健全完善。在事业单位公开招聘制度、岗位管理制度、收入分配制度、职称制度、奖惩制度、领导人员管理制度等方面的改革均取得较大进展,但也面临很多新的问题和挑战。如事业单位自主权的范围界定不清、公开招聘科学性有待提高、聘用合同管理不规范等。"十四五"期间,事业单位人事制度改革应在持续推进人事分类管理的基础上,审慎落实事业单位人事管理自主权,不断健全和完善事业单位人事管理制度体系。
In the new era,especially the period of the 13 th Five-Year Plan,public institutions have made headway in the reform of personnel systems.The systems and mechanisms for personnel management have been improved.Reforms of such systems as public recruitment,post management,income distribution,title evaluation,rewards and punishments,leadership management have made great progress.But these reforms are still facing many new problems and challenges.For example,the scope of decision-making power is not clearly defined,the reasonableness of public recruitment needs improving,and management of employment contracts is not standardized.During the 14 th Five-Year Plan,on basis of continuously promoting categorized personnel management,for the reform of personnel systems in public institutions,not only decision-making power is cautiously implemented,but also personnel management systems are improved.
