Selection Method and Application of Railway Collection and Distribution System Planning Project Under the Policy of‘Transfer to Railway'

如何在调整运输结构中充分发挥铁路集疏运系统能力、提高项目可实施性至关重要,总结铁路集疏运体系规划难点,设计新的“公转铁”调查方法,以构建集疏运系统建设项目筛选综合评价指标体系量化建设条件,梳理项目建设时序,通过我国重要煤炭产地内蒙古自治区的铁路运输系统进行案例分析及评价体系校验,保障规划项目的质量和可实施性,实现新建集疏运系统的社会经济效益最大化。

Giving full play to the capacity of the railway collection and distribution system and improving the project deliverability are of great importance in adjusting the transport structure.This paper summarized the planning difficulties of railway collection and distribution system.A new survey method of"road to rail"is designed.Through quantifying construction conditions and sorting out time sequence of the construction,a comprehensive evaluation index system for selection of collection and distribution system construction projects was built.The newly built system was then validated by the case of railway transport system at Inner Mongolia autonomous region,one of the most important coal producing area in China.The quality and implement ability of the planned project were guaranteed.The social and economic benefits of the newly built collection and distribution system was maximized.
