乡村教师政策激励“低效化”的困境与超越 被引量:6

摘要 乡村教师队伍建设对于推进乡村振兴和促进地方教育均衡发展等都有着积极的意义,但乡村教师队伍建设中的“下不去”“难留住”与“不作为”等现象是当前乡村教师政策激励“低效化”的实然样态。其原因主要在于:相关激励政策的制定不够完善和合理,政策的解读不够精准和到位,政策的实施不够及时与有力。通过完善相关激励政策的制定,强化地方政府与行政部门对政策的理解,加大政策的执行力度和强化教师激励政策的评价与监督等途径,可以突破乡村教师政策激励的“低效化”困境。 The construction of the team of rural teachers is important and positive for promoting rural revitalization and the balanced development of local education.The phenomena of“teachers’not willing to go to rural areas”“difficult to retain teachers”and“Teachers’inaction in performance”is the actual state of“low efficiency”in the current rural policy incentive for teachers.The main reasons are that the formulation of relevant incentive policies is not perfect and reasonable,the interpretation of policies is not accurate and in place,and the implementation of policies is not timely and powerful.We can break through the“low efficiency”dilemma by improving the formulation of relevant incentive policies,strengthening the understanding for policies of local governments and administrative departments,strengthening the implementation of policies and strengthening the evaluation and supervision of teachers’incentive policies.
