高质量发展背景下我国交通基础设施供给绩效评价

Evaluation of transportation infrastructure supply performance in China under the background of high-quality development

从高质量发展角度出发,利用DEA-Malmquist指数对我国30个省市的交通基础设施供给绩效进行效率分析。静态分析结果表明,2018年综合效率平均值相较于2013年上涨0.79%,达到0.885,未实现DEA有效,其中,规模效率上涨1.47%,技术效率下降0.65%,技术效率是制约供给绩效提升的主要因素。动态分析结果表明,2013-2018年间,交通基础设施生产率始终大于1,说明我国交通基础设施的供给绩效实现长期稳定增长,生产率平均提升3.5%,其中,技术效率指数平均提升0.1%,技术进步指数平均提升3.4%,技术进步是促进生产率增长的主要动因。最后,针对不同省市的具体情况,从技术效率、技术进步以及规模效率三个方面提出针对性政策建议。

In the perspective of high-quality development,this paper uses DEA-Malmquist index to analyze the efficiency of transportation infrastructure supply performance in 30 provinces and cities in China.The static analysis results show that the average comprehensive efficiency in 2018 was 0.79%higher than that in 2013,reaching 0.885,and DEA was not effective.The scale efficiency has risen by 1.47%,and the technical efficiency has declined by 0.65%.The technical efficiency is the main factor restricting the improvement of supply performance.The dynamic analysis results show that from 2013 to 2018,the productivity of transportation infrastructure has always been greater than 1,indicating that the supply performance of China’s transportation infrastructure has achieved the long-term stable growth,and the productivity has improved by an average of 3.5%.The technical efficiency index has improved by an average of 0.1%,and the technical progress index has improved by an average of 3.4%.The technological progress is the main impetus to productivity growth.Finally,according to the specific situation of different provinces and cities,it puts forward corresponding policy suggestions from three aspects of technical efficiency,technological progress and scale efficiency.
