基于区块链技术的突发公共卫生事件治理耦合路径研究

Research on the governance of public health emergencies based on block chain technology

当前,我国突发公共卫生事件治理面临严峻挑战,区块链技术与突发公共卫生事件治理融合发展研究在理论和实践方面还存在一定的困难。为此,从工具理性和价值维度,研讨区块链技术开放性与突发公共卫生事件治理分散性之间的耦合、区块链技术分布式记账与突发公共卫生事件多方参与性之间的耦合、区块链技术时间戳与突发公共卫生事件过程溯源性之间的耦合。在协同治理理论指导下,提出基于区块链技术的应对突发公共卫生事件治理信息协同、主体协同、调度协同、流程协同、监管协同等耦合路径,进而提升应对突发公共卫生事件的能力。

At present,the governance of public health emergencies in China is faced with severe challenges,and the research on the integrated development of block chain technology and the governance of public health emergencies remain to be improved in theory and practice.Therefore,from the instrumental rationality and value dimension,this paper discusses the linking between block chain openness and public health emergency management dispersion,the linking between distributed accounting of block chain and multi-party participation of public health emergencies and the linking between timestamp of block chain and the public health emergency process traceability.Under the guidance of cooperative governance theory,this paper puts forward the coupling mechanism of information coordination,scheduling coordination,process coordination and supervision coordination with the assistance of block-chain technology,so as to improve the ability of managing the public health emergencies.
