摘要
基于多源流理论分析职教高考政策议程,有助于揭示职教高考政策产生的内涵动因和行动逻辑,为未来职教高考政策的运行与完善提供范式。研究发现:高等职业教育地位的显著性变化、对职业教育质量要求的不断提高、已有的针对职业院校招生政策的不足与反思等问题源流的持续涌动,引发对政策源流职教高考政策的探索;国家领导人对职业教育的重视、实现教育现代化的重要考量构成政治源流。三大源流在专家学者、知名企业家的建言献策以及各种有关改革和完善职业教育招生政策的颁布助力下“合奏”实现耦合,政策之窗得以开启。同时基于该理论的分析研究充分诠释了我国民主决策的科学性、“两会”制度的重要性以及中国特色社会主义制度的优越性。
It analyzes the vocational college entrance examination policy agenda based on Multiple Streams Theory,which is helpful to reveal the underlying motives and action logic of the policy,as well as provides a model for the operation and improvement of the policy in the future.The research finds that the surge of problem stream including the significant change in the status of higher vocational education,the increasing demand for improved quality of vocational education,and the inadequacy and reflection of the existing enrollment policies of vocational colleges have led to the exploration of the policy stream of the vocational college entrance examination;the importance national leaders have attached to vocational education and the important consideration of modernizing education constitute the political stream.Three streams,coupled by the advice of experts,scholars,and famous entrepreneurs and the promulgation of various policies on reforming and improving vocational education enrollment,have helped open the policy window.At the same time,the analysis based on this theory fully explains the scientific nature of democratic decisionmaking in China,the importance of the"Two Sessions"system and the superiority of the socialist system with Chinese characteristics.
