长江流域农村生活污水治理工程建设及运维现状分析

Analysis of the construction,operation and maintenance of rural sewage treatment facilities in the Yangtze River Basin

农村生活污水治理工作在全国范围内深入推进,统筹建设、长效运维、出水稳定达标已经成为各地关注的重点和目标。在对长江流域东、中、西部九个省、市的示范县、区农村生活污水治理工作深入调查的基础上,梳理总结了不同地域农村生活污水治理管理机制方面的建设和运维模式,并从水质指标和出水回用角度,为农村生活污水出水排放标准提出建议;同时,从技术要求与管理上,建议建设方、设计方、施工方、运行方协同实现建设标准的落实,利用信息化平台保障管网和污水处理设施的长效运维。

Rural domestic sewage treatment work has been promoted throughout the country,and the coordinated development,long-term operation and maintenance,and standardization and stability of water supply have become the focus and targets of local governments.Based on an in-depth investigation of the rural domestic sewage treatment work in nine counties in the eastern,central,and western provinces along the Yangtze River,the construction and operation and maintenance models of rural domestic sewage treatment management mechanisms in different regions were summarized.From the perspective of water quality indicators and effluent reuse,proposals are made for rural domestic sewage effluent discharge standards.At the same time,it is recommended that the builders,designers,and constructors cooperate to implement the construction standards and use the information platform to ensure the long-term operation and maintenance of pipe network and sewage treatment facilities from the perspective of technical requirements and management.
