育儿成本过高已成为当前抑制生育意愿的主要因素,必须通过适当的公共政策干预,实现育儿成本的合理分担,最大限度释放生育潜力。有鉴于此,建议加快探索多种形式的托育服务模式,积极扩大社会化托育服务资源;在巩固普及成果基础上,更加突出兜底线、促公平、提质量的导向,建设公平、优质的学前教育体系;聚焦关键环节,深化教育综合改革,缓解全社会普遍的教育焦虑;转变社会福利提供方式,构建包括健康、教育、住房、税收、公共交通等在内的家庭福利政策。

The high cost of childcare has become the main factor currently curbing the willingness to have children.We must adopt appropriate public policy interventions to achieve a reasonable share of the cost of childcare and maximize the release of reproductive potential.Given this,it is suggested to speed up the exploration of various forms of childcare service models and actively expand socialized childcare service resources.Based on consolidating the achievements of popularization,it is more prominence to the guidance of taking the bottom line,promoting fairness and improving quality,and build a fair and high-quality preschool education system.We should focus on the key links,deepen the comprehensive reform of education,alleviate the general educational anxiety of the whole society,transform social welfare provision methods,and build family welfare policies including health,education,housing,taxation,public transportation.
