摘要
科技领军人才是实现创新驱动发展战略重要人才资源,研究制定分类支持政策对加强科技领军人才队伍建设并保障实现社会主义现代化远景目标具有重要意义。本研究采用质性研究的开放式编码、关联式编码、选择式编码方法对7个发达省市22项政策进行文本分析,将科技领军人才支持政策概括为生活保障类、事业支持类和资金支持类共三大类10个子项政策。基于此,笔者分层分类提出了完善科技领军人才支持政策建议,包括完善制定投融资等资金性支持政策、个体生活保障性支持政策、人才核心团队支持政策、人才内部培养支持政策及人才引进中介支持政策等。
Technological leading talents are important human resources to realize the development driven by innovation.Researching on supporting policy for them by classifying way is meaningful for us to building a more efficient talent team and realizing the long-term goal of socialist modernization.This author adopts the scientific method of qualitative research to analyze 22 policies of 7 developed provinces and cities in China by the way of open coding,axial coding and selective coding,and then puts forward three categories policy system including life support policy,career support policy and financial support policy.Based on them,the article gives suggestions about‘how to make better supporting policy’,such as perfecting the financial support policy,the life support policy,the core team-building policy,the training policy inside,the introduction channels support policy.
