FPSO (浮式生产储卸油装置)因原服役油田弃置、自然灾害事件、生产安全事故等原因离开原服役油田后被临时或长期搁置,FPSO搁置涉及船级维护、保险、经济性等诸多问题。为确保搁置期间FPSO船级证书有效,最大幅度降低搁置成本,实现国有资产的保值增值,结合渤海油田某FPSO搁置良好作业实践,系统分析了FPSO搁置程序、搁置检验等相关要求,从技术可行性和经济合理性2个方面,对FPSO搁置地选择、搁置期间设备封存、搁置期间安保管理等策略进行研究。结果表明,提前研判FPSO未来用途并以此为依据,选择合适的搁置方式、搁置地点和保安等级,对降低FPSO搁置成本有很大的作用。

FPSO(Floating Production Storage Offloading) is temporarily or permanently shelved after leaving the original service oilfield due to abandonment of the original service oilfield, natural disaster events, production safety accidents and other reasons. FPSO shelving involves many problems such as classification maintenance, insurance, economy and so on. In order to ensure the validity of FPSO classification certificate during shelving, minimize shelving cost and maintain and increase the value of state-owned assets, combined with the good operation practice of an FPSO shelving in Bohai oilfield, the relevant requirements such as FPSO shelving procedures and shelving inspection were systematically analyzed, and the selection of FPSO shelving place, equipment storage during shelving, and research on security management and other strategies during shelving. The results show that the future use of FPSO is studied and judged in advance, and on this basis, selecting the appropriate shelving mode, shelving location and security level plays a great role in reducing the shelving cost of FPSO.
