2019年9月18日,习近平总书记在黄河流域生态保护和高质量发展座谈会讲话中提出,推进水资源节约集约利用,要坚持以水定地、以水定产,大力推进农业节水。2020年6月10日,习近平总书记在宁夏考察时再次提出农业要节水化,要调整种植结构,积极发展节水型农业。大中型灌区是我国农业生产的主力军和保障国家粮食安全的重要基础,为中国人把饭碗牢牢端在自己手里作出了重要贡献。
